Strategy Needs an Operating Mechanism

Hizbawi MeresaMay 14, 2026 3 min read

What Happened

Reading about Amazon's Operating Plan process and the way they use the OP1/OP2 cycle to translate strategy into operational commitments. The discipline of requiring teams to state their goals, their resource requirements, and their key metrics in writing creates an accountability structure that connects strategic direction to operational reality.

Why It Matters

Most companies have strategic plans. Far fewer have operating mechanisms — the structured processes that translate strategic goals into operational commitments, resource allocation decisions, and performance accountability.

My Business Interpretation

The distinction between a strategy and an operating mechanism is the difference between knowing where you want to go and having a system for getting there. Many leadership teams are excellent at articulating strategic direction and poor at building the mechanisms that ensure execution.

This is one of the core issues that strategy consultants encounter: clients often do not need a better strategy as much as they need a better operating system for executing the strategy they already have.

Strategic / Financial Implication

For investors evaluating a management team, the quality of their operating mechanisms is a leading indicator of execution reliability. Teams with disciplined operating processes deliver more consistent results against their strategic objectives.

Question to Watch

How do the best consulting firms help clients build operating mechanisms, not just strategies? What does that implementation phase actually look like?
